Pasture Policy

The common pastures established by the 108 Greenbelt Commission are available only for the pasturing of horses (mares and geldings) owned by residents of 108 Mile Ranch. A Pasture Fee will be charged for each horse in order to offset the cost of maintaining the pastures.
All horses placed on pasture are to be done so solely at the Owner’s risk and the Owner must accept complete responsibility for their horse(s) while on pasture. The Owner also must agree to indemnify and hold harmless the Cariboo Regional District, the 108 Greenbelt Commission, and the 108 Pasture Manager and Committee from all claims, costs, actions and damages as set out on the 108 Pasture Registration Form. The Owner must also agree to all other Terms and Conditions set out on the Form.
A 108 Pasture Manager and 108 Pasture Committee will be appointed by the 108 Greenbelt Commission. The 108 Pasture Committee may remove any horse from a pasture at any time if in its sole discretion it deems a horse to be unsociable, unfit, unsafe or unhealthy. The Owner must immediately remove the horse if so directed by the Committee, as set out on the 108 Pasture Registration Form.
The Pasture Manager, in consultation with the 108 Greenbelt Commission, will determine the period during which the pastures will be available and the capacity of each pasture, based on their joint assessment of the condition of the grasslands.
The Pasture Manager will make Pasture Registration Forms available at a time reasonably in advance of pasture opening. Prior year users and other residents who that Spring expressed an interest to the Pasture Manager in writing or by email shall be contacted where possible and a notice shall be placed in a local newspaper and on the 108 Greenbelt Commission’s website.
No resident (ie. family or other group of people occupying a single property) may apply to pasture more than two horses.
Horses that are not identified on the Registration Form may not be substituted in and out during the course of a pasture season. If an Owner wishes to permanently substitute a different horse for one previously pastured, a new Registration Form will be required to ensure that all of its Terms and Conditions are recognized and accepted with respect to the new horse. In such situations, no additional pasture fees will be charged.
Residents may apply to pasture their horse(s) for the full term or for a three month period. If they apply for the latter they must choose either the first 90 days the pasture is open or the last 90 days.
Applicants will be asked to choose the pasture they would prefer and the Pasture Manager will endeavor to accommodate their wishes. Should this not be possible, the application may be withdrawn at the discretion of the applicant.
If 30 days before the pastures are to open applications have been received to pasture more horses than the capacity of the pastures, priority will be given as follows:
- first to those applicants who pastured their horse(s) the previous year, but for no more than the number of horses they pastured the previous year. The purpose of this preference is to recognize the support these residents have given to the Commission the previous year or years, and to provide a degree of stability in the pastures in order to minimize the potential for problems or injury involving the pastured horses;
- next to any other resident who expressed interest in writing or by email in the weeks prior to the public notification;
- then to any other resident who applied, in the order applications are received - including prior year users who now want to pasture a second horse.
Any applications received within 30 days of the opening of the pastures will be processed in the order received, without preference to any class of applicant.
If applications are received for more horses than can be accommodated, they will be held in order received on a waiting list for consideration in the event a horse is withdrawn from one of the pastures.
Whenever vacancies exist, the Pasture Manager at his/her sole discretion may consider allowing a resident to apply to pasture a third horse. Should such an arrangement be permitted, it will not represent any such entitlement in future years.
Refunds will be provided only when one of the following conditions exists:
- a horse can not be accommodated in the pasture requested by the applicant and the applicant decides to withdraw the application;
- a horse has been ordered to be removed from the pasture by the 108 Pasture Committee;
- a horse has experienced problems in the pasture and the Pasture Manager agrees with the Owner’s determination that it must be removed;
- a pastured horse dies;
- an Owner moves away from the 108 (since the Owner would then be in contravention of this policy).
In such cases, reimbursement would be based on the number of full months remaining until the end of paid up period.
In all other cases, refunds will be provided only when a resident on a waiting list is willing to take over the pasture obligation.
