108 Greenbelt Walker Valley Grassland Management Plan
Terms of Reference
The 108 Greenbelt Commission on behalf of the Cariboo Regional District is proposing to create a Grassland Management Plan for the area within the 108 Greenbelt known as Walker Valley, including the Block Drive Pasture, outlined in red on the attached map.

The Commission is requesting interested consultants with experience in grassland management, forest health and wildlife habitat to provide proposals to complete this project. Proposals submitted must have a budget of $5,000 or less to be considered.
This is a multi use area. There are permitted recreational and agricultural activities. It is also an urban interface area where appropriate fire mitigation practices are being employed.
The proposals shall include but may not be limited to—
1. Assessing the current grassland condition including serial stage, noxious weeds and other invasive plant infestations. Reviewing the grazing practices.
2. Preparing a grassland monitoring plan, collecting baseline data and establishing a minimum of 6 permanent monitoring plots.
3. Mapping important wildlife habitats, in consultation with Ducks Unlimited, including waterfowl nesting habitat in the proposal area, and the red and blue listed species found in the area.
4. Assessing the structure of the proposal area, including encroachment and ingrowth areas occurring since the 1960’s.
5. Developing management recommendations for grazing, noxious weed management, prescribed fire, wildlife habitat maintenance or improvement, and other activities in the greenbelt area.
6. Producing a draft map and report, and making a presentation to the Greenbelt Commission by September 30, 2008. Following consultation on a draft version a final map and report will be submitted to the Greenbelt Commission and the Cariboo Regional District for consideration.

Proposals may be submitted up to 4:30 pm on Feb 29, 2008, to the Cariboo Regional District office in one of the following formats:

Evaluation:
The evaluation criteria applied in assessing proposals are:
a) Project Concept – i) proposals must demonstrate an understanding of grassland management plans and the appropriate process for obtaining information and creating a useful report, ii) Applicable past reports may be submitted. Suitable references are required.
b) Qualifications and Experience - i) qualifications and experience of company and key individuals, ii) proven expertise in the specific areas of grassland management, wildlife habitat assessment, forest health, vegetation management and report preparation. Examples of past work are required.
c) Financial - proposals must include a total project cost and be broken down into a daily rate, which includes all fees, travel expenses, and supplies.
Selection of Preferred Proponent and Award of Contract:
This RFP does not create a tender process or any contractual or other legal rights or obligations. This RFP is not an invitation for an offer to contract and it is not an offer to contract made by the Cariboo Regional District. By this RFP, the Regional District intends to reserve to itself absolute and unfettered discretion to invite Proposals, consider and analyze Proposals, select a Preferred Proponent and attempt to negotiate an Agreement as the Regional District considers desirable.
Without limiting the generality of the foregoing, the Regional District reserves the right to:
a) reject or short-list any Proposal whether or not complete;
b) require clarification where any Proposal is unclear, have meetings with an individual Proponent for this purpose, and consider the clarification in the evaluation of that proposal;
c) reject any or all Proposals without any obligation or any compensation or reimbursement to the Proponents;
d) change any schedule or date in the RFP; and,
e) interview one or more Proponents prior to selecting a Preferred Proponent.
The Regional District is under no obligation to select a Preferred Proponent, proceed to negotiations for an Agreement or enter into an Agreement.
Proponents are solely responsible for their own expenses in preparing, and submitting proposals, and for any negotiations or discussions with the Regional District relating to or arising from this RFP.
The Regional District will not be liable to any Proponent for any claims, whether for costs, expenses, losses or damages, or loss of anticipated profits, or for any other matter whatsoever, incurred by the Proponent in preparing and submitting a proposal, or participating in negotiations for an agreement, or other activity related to or arising out of the RFP.
Any reference to the Regional District or the Greenbelt Commission in the RFP includes any representatives, agents, employees, consultants and elected representatives.
